Submitted. I have discussed the question of re-organization many times with the Director of Public Works and I entirely concur in his views. I think the Commission's Scheme would only tend to make confusion worse confounded and would certainly entail expense and give rise to friction with the Public Works Department.

2. The objections on the grounds of the necessity of keeping secret schemes of development and resumption are to my mind insuperable.

3. This minute should be printed and laid with mine when the report is laid.
